The starting point of
the transnational cooperation was the announcement of common thematic
areas for all EU states. Each thematic area had specific target groups
and conditions for formation of development partnerships. The CIP EQUAL
thematic areas come out from the original four pillars of the EES. The
following thematic priorities are concerned:
Improvement of employability;
Development of entrepreneurship;
Support of adaptability;
Equal opportunities of men
and women.
The theme of support
of the asylum seekers, which is within the CIP EQUAL framework designated
as a thematic priority, was announced separately in the EU.
